Effective August 30th, 2021 the Town of Andover will no longer be accepting paper building permit applications. All building permits will need to be applied for online via Permit Link website. Link to Permit Link is found at bottom of this page.

You must review the Application Checklist and Fee Structure below prior to submitting your online permit application. Until the town receives the correct fee amount (payment can be made via Permit Link or a check mailed or dropped off at Andover Town Hall,17 School Road,Andover, Ct. 06232, your permit will not be approved. 

Check your junk/spam folder for all notifications via Permit Link. 
A public computer will be located outside of the building office to fill out the application if needed.



APPLICATION CHECKLIST
What you will need to apply: All of the required paperwork below must be scanned into .pdf format in order to be uploaded to the Building Permit Application.

Mechanical Applications:
e.g. Electrical, Heating, and Plumbing:
1. Written estimate true to market value of all material and labor
2. Copy of Worker's Comp Insurance
i. Owner/Sole Proprietor NOT acting as General Contractor? Fill out 7A Waiver
ii. Owner/Sole Proprietor acting as General Contractor? Fill out 7B Waiver
3. Whole House Generator? Provide load calculations
4. Heating or Air Conditioning? Provide heat loss statement

Applications that will make an alteration to the footprint or envelope of a property:
e.g Sheds, Additions, New Houses, Pools, New Generator Unit, etc. will need all of the above and:
5. B100A Approval from Eastern Highlands Health District: Can be obtained at www.ehhd.org
6. Zoning Compliance Application: Fill this out via Permit Link
7. Detailed Plot Plan
i. Depict sewer, well, and all other structures on the property
ii. Identify proposed structures and existing structures
iii. Identify the distance from proposed structure to property lines and other structures on the property
iv. Identify any know wetlands on the property

Swimming Pool Applications
Above or In Ground Pools will need all of the above and:
8. Signed Swimming Pool Agreement & Swimming Pool Alarm Forms
9. Engineer's Stamp of Approval
i. Contact place of purchase for this 


FEE STRUCTURE:
Effective August 30th, 2021, the Town of Andover will be using the online permitting system: PermitLink. Depending on the extent of the work, there may be additional fees.
Fees for new construction, alterations, and additions include the cost of sub-trades (e.g. electrical, plumbing, heating); however separate permits must be applied for and approved.

Calculating Building Permit Fee:
1. A copy of a written cost estimate provided to the customer for the total construction costs. This includes fair market value of all materials and labor.
2. Section 108.3 of the 2018 CT State Building Code:
   a. “If, in the opinion of the building official, the valuation is underestimated on the application, the permit shall be denied, unless the applicant can show detailed estimates to meet the approval of the building official.  Final building permit valuation shall be set by the building official.”
3. The Town will charge $15.00 per thousand of the construction value with a minimum of $30.00
4. The State will charge $0.26 per thousand of the construction value for the State Education Fee
5. There will be a $15.00 permit processing fee
6. This amount will automatically be calculated by PermitLink.
